Nevada State Legislature - SB-394

Summarization of SB394: SB394 requires owners of off-highway vehicles (OHV, ATV) to apply to the Department of Motor Vehicles for titling and annual registration of the vehicle. Titles are optional for vehicles with existing ownership and mandatory upon the new sale of a vehicle. Registration is mandatory for all off-highway vehicles. This bill requires all OHVs to carry an identifable tag approved by the Department of Motor Vehicles (DMV) which, at a minimum, is the size of a motorcycle tag.

At the request of Nevada OHV clubs, this bill creates a Fund for Off-Highway Vehicles in the State Treasury. Portions of the vehicle registration fees must be deposited into the Fund and must be used for projects relating to off-highway vehicles, including public land projects, law enforcement, education and safety. This bill creates the Commission on Off-Highway Vehicles and a panel of nonvoting advisers. Their duties include adopting regulations for awarding grants from the Fund for Off-Highway Vehicles.

This bill provides for the licensing of dealers of off-highway vehicles through the Department of Motor Vehicles so that dealers may submit customer applications for titling and registration to the Department.

About NvRTA

Nevada has numerous roads, trails and routes for off-highway vehicles to explore. It is important to use the land respectfully and wisely, and preserve it for future generations. However, as our state grows, so do conflicts among backcountry users. A few irresponsible riders are threatening access to the backcountry, and creating a backlash among ranchers, sportsmen and private property owners. The Nevada Responsible Trail Alliance (NvRTA) is a new coalition of Nevadans who ride off-highway vehicles or use the backcountry and are working for common-sense steps that can restore Nevada's backcountry and keep trail use responsible and safe for everyone.
